Nuthin to do with function. All mufflers (check your stock one- it'll have a bunch of words stamped into it somewhere) are labeled to which bike they go (usually year or years and model or models) per the EPA noise standards. In theory, if you put a muffler on a bike for which it was designed, you won't violate noise laws. If it is too loud, or if a cop runs a nighstick up it to check for a baffle, claim ignorance- you'll probably just get a "fix it ticket" (fix by a certain date and there is no fine).
In short- yep, you're just bein' a mamby-pamby girl.... ;^)
